Access Rules not behaving like the newest webinar

Hello all,
I am following along with the webinar video (I was also in the webinar) and trying to limit access to a table via a Roles column and it is not working. Hid everything from everyone as in the video (that works), then tried to make a single table available using the Table Rules based on a Role in my People table. The user when viewing (we also used View as) could still see everything even though we had all read permission green. We have tried multiple access rules on a table and none seem to work for us. Self hosted, likely a version or 2 behind. But I will say I tried these same rules last year and they also did not work for me so I am clearly not doing something correctly. Thank you for any assistance.
