I have organized the choice list to be in the order we need, however it is not showing up on the card. Any ideas as to why?

Because a choice value is already selected in the cell, the values in the drop down are re-ordered to show you the best-matching choices at the top of the list.
If you open the dropdown on a cell with no value, the list does appear in the same order as the values are listed in the creator panel. Then, as you start typing, the list will re-order to show best-matching at the top, to assist with auto-complete.
