There is no straight forward “rule” to allow choices list “+” feature for random users and way around Multi user; allow structure edit only for adding choice list elements is not always desirable solution.
Possible low effort solution could be to add “+” feature for OWNER per items created by users without rights to add choices items = OWNER can see the “+” icon and click it to simply “qualify” a new item to the choices list.
