Having trouble understanding Access Rules and the Time Sheets template isnt helping

Maybe its me but I cant get the Time Sheet template to work the way I’m expecting it to:

If view the document as one of the editors: r.borgstaller… (etc) i still cant add a new time entry record on a month that “Allows Edits”

I built a similar doc and i think my issue with access rules are all of referenced tables have to be adjusted in order for the person creating the time entry but maybe if i understood why the Time Sheet template isn’t working that would help
