How to change order of permissions (access rules)?

We recently added reordering by dragging for conditional styles, so I know it’s doable

I often get the logic wrong and sometimes must invert all the formulas by hand… create a new placeholder and put the formulas there and copy one to the other place… It would be much easier if I could just grab and move it, like we can do in several other places of Grist.

I say doing it by hand is a pain in the ass, but I am the pain in the ass with these requests
