User Access Control Error locking me from editing any rules

When I try to edit, add, delete, any user access controls in my document, I get this error when trying to save.

ACLRule 125 invalid because listed after default rule

It will not save, and immediately reverts back to the previous settings? Has anyone else ever had this happen, and if so, what did you do to fix it? I assume I must have a setting wrong somewhere, but I can’t find anything? I have not had issues in the past with this, and now need to make some changes, but can’t due to the error.

I went through and deleted all access rules, and re-added them, and it all works again. Not sure why, but it worked.
